2.1 current situation of the industry

after the rapid development of production capacity in the "Tenth Five Year Plan", "Eleventh Five Year Plan" and "Twelfth Five Year Plan", China's paper industry has successfully solved the historical problem of supply shortage, achieved a basic balance between production and demand, and entered the ranks of the world's major paper makers. The main feature of this stage of development is to rely on large-scale investment, introduce international advanced technology and equipment, and rapidly expand production capacity. In the 15 years from 2001 to 2015, the investment in fixed assets for the new reconstruction and expansion of the paper industry reached 1.9 trillion yuan, with an average annual growth of nearly 20%. With the support of huge funds, the output of primary pulp has increased, the proportion of high-grade paper products has increased, the output of paper and paperboard and domestic consumption have ranked first in the world for seven consecutive years, and the product quality has reached or approached the world-class level. China's paper industry is facing the world's largest and most promising domestic consumption market of paper and paperboard and the world's major manufacturing sites. The consumption of paper and paperboard exceeds 1/2 of the total consumption in Asia, accounting for about 1/4 of the total consumption in the world. 2.2 existing problems

3 guiding ideology and basic principles

The total consumption of paper and paperboard in China is 111million tons, which is a theoretical derivation. Some unforeseen factors need to be considered in the subsequent development process. It is now difficult for us to determine the future growth of China's paper industry through actual production, because the economic situation in the 11th five year plan is relatively serious, and many plans are formulated under conservative conditions, with a higher development speed than the plan

4.2 raw material structure

it is estimated that by 2020, the proportion of wood pulp, waste pulp and non wood pulp in the raw material structure will be adjusted from 27.9%, 65.1% and 7.0% in 2015 to 28.6%, 65.0% and 6.4%; The proportion of domestic wood pulp increased from 9.8% in 2015 to 10.5%, while continuing to promote the implementation of the national "forest paper integration" special plan; The proportion of waste paper pulp remained at 65%, the consumption of waste paper pulp increased by 6.7 million tons, and the utilization of waste paper increased by 7.5 million tons; The output of non wood pulp is maintained at about 6million tons

4.3 product structure and enterprise structure

we hope to cultivate enterprises with an annual output of one million tons. It is expected that by the end of the 13th five year plan, more than 20 large pulp and paper enterprise groups with an annual output of more than one million tons will be formed

4.4 technical equipment and pollutant emission reduction

technical equipment, the goal is to strengthen the construction of independent innovation ability, focus on the development of independent technology and products, and improve the design integration ability and the overall level of paper industry production process and technical equipment. In terms of pollutant emission reduction, we should cooperate to achieve the goal of reducing the water consumption per 10000 yuan of GDP by 23% during the 13th Five Year Plan period; Cooperate to achieve the goal of reducing energy consumption per unit of GDP by 15%; Cooperate to achieve the goal of reducing the total discharge of COD and ammonia nitrogen by 10%; Cooperate to achieve the goal of reducing the total emission of sulfur dioxide and nitrogen oxides by 15%.
